It's pretty clear and in plain English that all matters concerning taxes must, not may, must, start in the House. There are no emanations of penumbras they may hide behind, the language is clear. Obama cannot pull a Hitler thing, either. When I enlisted I swore an oath. In it I first swore to defend the Constitution. Only after that did I agree to follow the LAWFUL orders of the President and the rest of the chain of command. Everyone swore that same oath, from the Chairman of the Joint Chiefs to the maggots at Paris Island, wishing they could slap a sand flea.
